JOB OVERVIEW

PatchPlus seeks experienced Joint Targeting professionals to serve as Instructors and Operations Specialists in support of the Joint Targeting School (JTS), a Joint Chiefs of Staff (JCS) J7 schoolhouse at Dam Neck Annex, NAS Oceana, Virginia Beach, VA. JTS is the DoD’s premier joint targeting education program, delivering operational-level targeting training to Service, Interagency, and Allied personnel from Combatant Commands, the Intelligence Community, Federal Departments, and Partner Nations.

Selected candidates will deliver the Joint Targeting Staff course — covering the full Joint Targeting Cycle — in both traditional classroom and virtual (NIPR/SIPR Microsoft Teams LMS) environments as part of a two-person instructor team. Instructors also support curriculum review boards, military targeting committee meetings, joint doctrine development conferences, and working groups as subject matter experts.

RESPONSIBILITIES / DUTIES

  • Deliver instruction for Joint Targeting Staff course, resident at Dam Neck Annex and virtually, as part of a two-person instructor team
  • Instruct across all phases of the Joint Targeting Cycle including Target Development, Target System Analysis, Dynamic Targeting (F2T2EA), Collateral Damage Estimation Methodology, Capabilities Analysis, Combat Assessment, and Space/Cyber/EMS targeting
  • Compile and archive student demographic data, test scores, and learning objective certifications per JTS procedures
  • Provide input and assistance to curriculum development and revision for both in-residence and distance learning courses
  • Complete pre- and post-class administrative tasks IAW JTS and host location procedures, including physical security and intelligence community security requirements
  • Deliver After Action Reports (AARs) within 7 days post-event summarizing course delivery, problems, recommendations, and training aid assessments
  • Maintain a professional image and adhere to JTS standards of professional conduct at all times

REQUIREMENTS

  • U.S. Citizenship
  • TOP SECRET/SCI security clearance with NACLAC in-scope within the last 5 years
  • Bachelor’s Degree or at least 4 years of applicable experience
  • Demonstrated success in three (3) or more of the following operational areas:
    • Minimum 4 years’ experience in joint training
    • Experienced and competent in the Joint Targeting Cycle
    • Graduate of one or more Joint Targeting Staff Courses
    •  Expert knowledge of collateral damage methodology, precedent, procedures, and regulations issued by the DOD, JS, and the JS J7
    • Minimum 1 year experience in adult training or equivalent education
    • Knowledge of Joint and Service doctrine, combat, combat service, and combat service support
    • Knowledge and ability to develop and present briefs for problem resolution
    • Experience in military and national-level intelligence gathering and analysis (MI officer/NCO strongly preferred)
    • Knowledge of Joint Doctrine and Chairman’s Instructions/Manuals
    • Familiarity with adult learning theories and instructional systems design (ISD)

PREFERRED QUALIFICATIONS

  • Graduate of the DoD CDE Qualification Course
  • Graduate of the DoD Combat Assessment (CA) Course
  • Joint Staff or Combatant Command targeting staff experience
  • Experience with NIPR/SIPR Microsoft Teams LMS or equivalent military LMS
  • Experience designing or developing interactive web-based or blended learning courses
  • Experience with JP 3-60, Joint Targeting, and associated CJCSI/CJCSM doctrine
  • SharePoint experience

ADDITIONAL COMMENTS

  • Offers contingent on successful contract award.
  • Start date on or about 25 September 2026
  • Must be willing to sign a Contractor Visitor Group Security Agreement upon award
